In 1992, the Colorado General Assembly passed legislation that created a Sex Offender Management Board (SOMB) in the Division of Criminal Justice. The SOMB was charged to develop standards and guidelines for the evaluation, treatment, and behavioral monitoring of sex offenders.

Founded by Gail Ryan in 1983, the primary goal is to facilitate services for adolescents who are at risk of becoming the next generation of sexual offenders.
